I need to draw an accurate clock dial with minutes and roman numerals. I'm useless at maths-help!?

A web page with step-by step instuctions would be great.I've searched but can't find anything.What do I need? I have a pair of compes and presume a protractor would be useful. I'ts a long time since I was at school, and have forgotten all the things I need to know.
