Could You Do These things with a Mod Chip?

I know you can make back-up copies of games. But what else could they do other then that? And could you use a modchip to take something from one game and put it on another? That question came to me when I was thinking of that show that got cancled. That show called Video Mod. Or whatever it's called. On thare they had videogame characters doing videos. So I figured it would be able to do something like that. Would it?
